Public comment will be taken for each regular agenda item as each item is discussed. Individuals will be limited to one comment per agenda item. Individuals are asked to come to the microphone, sign in, and state their name. Speakers are asked to sign in so that the spelling of names is correct in the minutes of the meeting. Speakers should address all comments/questions to the Commission.

Motion was seconded by Thellman and carried 3-0.

COMPREHENSIVE PLAN AMENDMENT 10-16-19

The Board considered approving a Comprehensive Plan Amendment, CPA-18-00395, Plan 2040: A Comprehensive Plan for Unincorporated Douglas County and the City of Lawrence; and adopting joint  Ordinance No. 9699/County Resolution No. 19-31, for a Comprehensive Plan Amendment (CPA-18-00395) Plan 2040: A Comprehensive Plan for Unincorporated Douglas County & the City of Lawrence. Jeff Crick, Lawrence-Douglas County Metropolitan Planning Staff, presented the item.  

Discussion included:

• Once official, Sector Plans are incorporated into Plan 2040 “as is” and each plan should be reviewed for amendments as potential developments come along.

• Requiring a community benefit could potentially discourage development in the City of Lawrence, and thus push more development to the unincorporated area.

• There was discussion that the language on the rural development allowing one dwelling unit to every three-acres as being confusing. The Commission would like to see the chart and language cleaned up to say one rural development unit to a three-acre parcel.

• Any revisions at this stage would require the document to go back to the City Commission for review before going back to the Planning Commission for approval.

• Overall, the Commission felt the plan is good but may require some policy amendments. Though there were some small changes the Commission would like to make, it was determined they did not want to hold up the documents for months by starting over the approval process.

Derusseau opened the item for public comment.

Bobbi Flory, Lawrence Home Builders Association, said she objects to the policies in Chapter 3 mandating that in order to build in the City of Lawrence, developers must offer a community benefit. Adding this requirement increases the cost, which is passed on to the lot buyers making the process more difficult. This initially will cause pressure to increase development in the rural areas of the County.

Thellman moved to approve Comprehensive Plan Amendment, CPA-18-00395, Plan 2040: A Comprehensive Plan for Unincorporated Douglas County and the City of Lawrence; and Adopt joint Ordinance No. 9699/County Resolution No. 19-31, for a Comprehensive Plan Amendment (CPA-18-00395) Plan 2040: A Comprehensive Plan for Unincorporated Douglas County & the City of Lawrence. Motion was seconded by Kelly and carried 3-0.

• Thellman stated she attended the Faith Leader Breakfast for a presentation on the Community Shelter.

• Kelly attended a meeting for the Affordable Housing Advisory Board.

COMMISSIONERS AND/OR ADMINISTRATIVE MISCELLANEOUS 10-16-19

Scheduled Items:

• The Emergency Management Volunteer Recognition Dinner is scheduled for October 23 to follow the County Commission meeting in the EOC Room at the Judicial Law Enforcement Center (11 East 11th Street).
