January 3, 2018

Thellman called the regular meeting to order at 6:00 p.m. on Wednesday, January 3, 2018 with Commissioners Thellman and Derusseau present. Gaughan was absent due to illness.

PROCLAMATION 01-03-18

Thellman moved approval of a proclamation declaring January as “Human Trafficking Awareness Month.” Motion was seconded by Derusseau and carried.

 

CONSENT AGENDA 01-03-18

Thellman moved approval of the following Consent Agenda:

►  Commission Order No. 18-001 and 18-002 (on file in the office the     County Clerk);

►   Resolution 17-40, granting a license to sell Cereal Malt beverage to the Clinton Store located at 587 N 1190 Road, Lawrence, Kansas as approved  on 12/21/17;

►   Resolution 17-41, granting a license to sell Cereal Malt beverage to the Poor Farm Restaurant located at 587 N 1190 Road, Lawrence, Kansas as approved on 12/21/17; and

►   Agreement Conditions of Grant for Juvenile Justice Reinvestment and Regional Collaboration Grants between Douglas County Kansas and the Kansas Department of Corrections-Juvenile Services

Motion was seconded by Derusseau and carried 2-0.

PUBLIC WORKS 01-03-18

The Board considered options for Project No. 2016-18, Route 1055 improvements at the N 700 curve west of Vinland. Keith Browning, Director of Public Works, presented the item.

The CUP includes a 2019 project to improve a portion of Route 1055 from the north leg of the E 1650 Road/N 700 Road curve to E 1700 Road at Vinland. This section of Route 1055 includes two reinforced concrete (RC) rigid frame box bridges and one large RC rigid frame culvert. The goal of this project is to replace two bridges. Browning presented five options, recommending 

Option 5 to rehabilitate the existing E 1650 Road/N700 Road 40 mph curve to re-establish the super-elevated cross section, add paved shoulders and flatten roadside slopes, and construct an eastbound right turn lane at the N700/E1700 Road intersection. It also has the least amount of impact on existing properties and will improve safety at this intersection without substantial cost. 

Derusseau asked how much Option 5 would improve safety. Browning responded according to the Highway Safety Manual, adding paved shoulders decreases the risk of a fatality by 28%, and that does not take into account the other proposed improvements.

Thellman opened the item for public comment.

Dan Stanley, Vinland resident, asked if the project would require additional right of way. Browning responded, yes.

Dave McFarlane, owner of McFarlane Aviation, asked for the traffic count on 1055. Browning replied the count was estimated at 2500 cars per day. McFarlane said his preference would be to take out the corner turn.

Thellman stated though she appreciated McFarlane’s thoughts, she feels the Public Works staff has come up with the reasonable solution that impacts the neighbors the least, adds shoulder safety improvements and has a cost savings for the County. Thellman said she supports Option 5.

Derusseau agreed with Option 5. She feels the least amount of impact on the property owners is beneficial.

Thellman moved to direct the Public Works Director to proceed with Option 5 for the improvements for Project No. 2016-18. Motion was seconded by Derusseau and carried 2-0.

ACCOUNT PAYABLE 01-03-18

Thellman moved to approve accounts payable in the amounts of $125.00 to be paid on 12/22/17, $1,500,722.31 paid on 12/28/17, and $223,749.98 to be paid on 01/04/18.  Motion was seconded by Derusseau and carried 2-0.

APPOINTMENT 01-03-18

Thellman moved to appoint Brandon Boyd to the Treasurer position on the Eudora Township, to fill the unexpired term of Glen Grosdidier. Motion was seconded by Derusseau and carried 2-0.

 

Thellman moved to adjourn the meeting. Motion was seconded by Derusseau

and carried 2-0.
