Gaughan called the regular meeting to order at 4:00 p.m. on Wednesday, July 5, 2017 with all members present.

CONSENT AGENDA 07-05-17

Gaughan moved approval of the following Consent Agenda:

►  Commission Order Nos. 17-028 and 17-029 (on file in the office the   County Clerk); and

►  Resolution 17-22 directing the County Counselor to institute a judicial tax foreclosure action in the District Court of Douglas County, Kansas;

►  Resolution 17-23 establishing a 35 miles per hour maximum speed limit on a portion of E 850 road in Willow Springs Township;

►  Acquisition of Easement for drainage structure replacement for Project No. 2013-08 with: The Dan R. Hanney Revocable Trust indenture dated May 15, 2006, Linda K. Hanney and Dan R. Hanney Trustees and the The Linda K Hanney Revocable Trust Indenture dated May 15 2006 , Linda K. Hanney and Dan R. Hanney Trustees, Berryton, Kansas for Tract No. 2; and

►  Acquisition of Easement for drainage structure replacements and roadway alignments for Project No. 2013-13 with: The Hayden K. Smith and L. Alberta Smith Trust, Hayden K. Smith and L. Alberta Smith, Co-Trustee, Berryton, Kansas for Tract No. 1; and Gary A. and Marsha L. Smith, Berryton, Kansas for Tract No. 2.

Motion was seconded by Derusseau and carried 3-0.

PLANNING 07-05-17

The Board considered the approval of SP-17-00282, a site plan for the conversion of a house into an annex for the Prairie Moon School, classified as a School use, located on approximately 6 acres at 1924 E 1600 Road. The application was submitted by Waldorf Association of Lawrence dba Prairie Moon Waldorf School for Joanna R Corcoran property owner of record, by Thomas Z Corcoran, P.O.A. Mary Miller, Lawrence-Douglas County Metropolitan Planning Staff, presented the item.

The property and surrounding area are located within the A (Agricultural) zoning district. A school is a permitted use in the A district with approval of a site plan. The property is not platted, but is a vested parcel. The school plans to move their early childhood/kindergarten program to this property to allow the school room to grow. Enrollment will be limited to 60 students, based on the septic system capacity. Enrollment above this limit would require Heath Department approval of improvements to the septic system.

Staff recommends approval to the site plan subject to the following conditions, which have already been met:

1. Submittal of a revised site plan with the following changes:

a) Revise the parking note to indicate that 7 parking spaces, including one (1) ADA van accessible space, are provided.

b) Revise the right-of-way line so it is 30 ft east of the section line, which is near the centerline of E 1600 Road.

Gaughan opened the item for public comment. No comments were received.

Gaughan moved to approve SP-17-00282 subject to the conditions listed above. Motion was seconded by Thellman and carried 3-0.

CRIMINAL JUSTICE 07-05-17

Robert Bieniecki, CJCC Coordinator, updated the Commission on his plans to extend Dr. Allen Beck’s consulting services. The extended contract will allow Beck to refine the criminal case processing, identify cases that can be expedited, and the finish up pretrial monitoring program.

Gaughan stated the County Administrator has the authority to extend the contract, but he had asked Bieniecki to bring the item before the Board so the full Commission can understand where we are at with exploring best practices.

No action was taken.

BUDGET 2018 DISCUSSIONS 07-05-17

The Board continued discussion on the 2018 Budget. A request to publish the 2018 Budget public hearing notice in the Journal World will be considered at the July 12 meeting.

 

ACCOUNTS PAYABLE 07-05-17

Gaughan moved to approve accounts payable in the amount of $378,320.86 to be paid on 07/06/17. Motion was seconded by Derusseau and carried 3-0.

APPOINTMENT 07-05-17

Gaughan moved to reappoint Bob Newton to the Douglas County Emergency Management Board for a one-year term. Motion was seconded by Thellman and carried 3-0.

APPOINTMENT 07-05-17

Gaughan moved to appoint Jamie Davison to the housing authority for a three-year term. Motion was seconded by Derusseau and carried 3-0.

  

Thellman moved to adjourn the meeting. Motion was seconded by Derusseau and carried 3-0.
