February 22, 2017

Gaughan called the regular meeting to order at 4:00 p.m. on Wednesday, February 22, 2017 with all members present.

CONSENT AGENDA 02-22-17

Gaughan moved approval of the following Consent Agenda:

►  Commission Order No. 17-010 (on file in the office the County Clerk);

►  Acquisition of easements for Drainage Structure Replacement Project No.  2015-51; Structure No. 15.00N-16.24E: Joann Bowman Duncan, Trustee  of the Restated Joann Baldwin Declaration of Trust dated May 3, 1988,  Tract No. 1; Lawrence E Sinks, Tract No. 2; and Dorothy J. Schaake,  Trustee of the Dorothy J. Schaake Trust, UTD March 21, 1994,             Tract No. 3;

►  Affirm the actions of the County Administrator to approve an agreement with Mail Communications Group for processing the Appraiser’s Change of Value Notice mailing in an amount not to exceed $26,775; 

►  Access the State/NASPO contracts for cellular/data services with the following providers: Countywide (minus Sheriff devices)-AT&T; Sheriff’s Office-Verizon;

►  Solicit bids for Project No. 2015-70, multi-layer polymer concrete overlays for Bridge No. s 21.30N-06.15E, 07-25N-06.50E, 18-00N-11.24E and 00-64N-05.50E; and

►  Agreement with Shawnee County laying out duties and responsibilities for each county in a project to replace Structure No. 09.39N-00.00E.

Motion was seconded by Thellman and carried 3-0.

ADMINISTRATION/EMPLOYEE BENEFITS 02-22-17

The Board considered moving to the Cigna PPO provider network for the 2017-2018 Health Insurance Plan Year. Sarah Plinsky, Assistant County Administrator, presented the item.

Plinsky said earlier this year, Douglas County’s benefits consultant Willis Towers Watson and Third Party Administrator, approached staff about switching provider networks for the upcoming year recommending Aetna Signature or Cigna PPO. In the past these networks were not available to self insured health plans. However, Aetna and Cigna have expanded their networks providing greater discounts to members; provide coverage to employees traveling outside of the region and dependants away at college. Plinsky stated we are currently getting a 43.1% discount with Freedom Network. Moving to Cigna with a 47.3% discount will save the County $250-300K annually on total spending.

Gaughan said he supports doing everything we can to improve coverage and hold down cost increases for employees. It’s unclear to him what is affecting the cost increases.

Plinsky responded Willis is predicting a 12% increase in premium for the next plan year. Moving to Cigna would absorb some of the impact; making the increase closer to 8%. She gets recommendations from our consultant for the upcoming year based on our past year’s claim experience and what they see as trends. The Board will decide all plan design changes.

Gaughan asked if Bert Nash is considered in the Cigna network. Plinsky stated even if they are not, we do a separate plan rider to include Bert Nash and the Visiting Nurses Association (VNA).

Plinsky said she plans to have meetings in late March with department heads discuss total compensation and come back to the Board in late April with more information on plan design, deductibles and costs.

Gaughan opened the item for public comment. No comment was received.

Gaughan moved to approve moving to the Cigna PPO provider network for the 2017-2018 Health Insurance Plan Year. Motion was seconded by Derusseau and carried 3-0.

ACCOUNTS PAYABLE 02-22-17

Gaughan moved to approve accounts payable in the amount of $790,181.55 paid on 02/23/17; and payroll in the amounts of $967,605.85 paid on 01/06/17, $1,004,199.93 paid on 01/20/17, $168.50 and $3,086.79 paid on 01/23/17, $986,261.36 paid on 02/03/17 and $937,464.96 paid on 02/17/17. Motion was seconded by Derusseau and carried 3-0.

 

APPOINTMENT 02-22-17

Thellman moved to reappoint Shannon Oury to a second term on the Lawrence-Douglas County Health Board. Motion was seconded by Gaughan and carried 3-0.

Gaughan moved to adjourn the meeting. Motion was seconded by Derusseau and carried 3-0.
