Gaughan called the regular meeting to order at 4:00 p.m. on Wednesday, January 11, 2017 with all members present: Commissioners Mike Gaughan, Nancy Thellman and Michelle Derusseau.

ELECTION OF COMMISSION OFFICERS 01-11-17

Thellman moved to nominate Mike Gaughan as Commission Chair for 2017. Motion was seconded by Derusseau and carried 3-0.

Derusseau moved to nominate Nancy Thellman as Vice Chair for 2017. Motion was seconded by Gaughan and carried 3-0.

CONSENT AGENDA 01-11-17

Thellman moved approval of the following Consent Agenda:

PUBLIC WORKS 01-11-17

Keith Browning, Director of Public Works, asked the Commission to consider an increase in the Dust Palliative Program for 2017 to help absorb an increase in materials.

As in the past, staff recommended soliciting alternate bids for both magnesium chloride and calcium chloride, as it has been determined that both treatments are effective. The 2017 Road and Bridge Fund 201 includes funds to treat approximately 13 miles of rock roads. Rock road sections, which have been previously stabilized, require annual palliative treatment to minimize the dust. There are also road sections requiring dust palliative due to safety concerns of limited visibility.

Browning proposed the following: Permission to continue brokerage of a user-fee dust palliative program with 2017 user fees set a $1.45/linear foot ($1.05/l.f. for dust palliative material and water, and an additional $0.40/l.f. user fee to cover road preparation costs), plus an administrative fee of $60.00 per applicant, plus a late fee of $15.00 per application submitted after the deadline. Also, permission to advertise for bidders once the application process has been completed.

Thellman asked how the public learns about the Dust Palliative program. Browning responded if a resident used the program in the past three years, staff sends out a notice. There is information on the Douglas County website and Browning said there will be a story in the Journal World.

ACCOUNTS PAYABLE 01-11-17

Gaughan moved to approve accounts payable in the amounts of $64,310.00 paid on 01/06/17, and $548,810.17 to be paid on 01/12/17. Motion was seconded by Thellman and carried 3-0.

APPOINTMENT 01-11-17

Gaughan moved to reappoint Judy Bellome to the Douglas County Senior Services Board for a three year term. Motion was seconded by Thellman and carried 3-0.

MISCELLANEOUS 01-11-17

Thellman plans to attend the Eudora Chamber of Commerce Annual Meeting and dinner in place of Mike Gaughan.

Gaughan moved to adjourn the meeting. Motion was seconded by Derusseau and carried 3-0.
