Flory called the regular meeting to order at 4:00 p.m. on Wednesday, September 7, 2016 with all members present. 

PROCLAMATION 09-07-16

Flory read and moved to approve a proclamation declaring September 2016 as “National Preparedness Month. Motion was seconded by Thellman and carried 3-0.

PROCLAMATION 09-07-16

Gaughan read and moved to affirm September 8, 2016 as “World Literacy Day” in Douglas County. Motion was seconded by Flory and carried 3-0.

PROCLAMATION 09-07-16

Thellman read and moved to approve a proclamation honoring our First Responders by declaring the September 11-17, 2016 as “First Responders Appreciation Week” in Douglas County. Motion was seconded by Gaughan and carried 3-0.

Michelle Derusseau, Chair of the Valor Program, announced Evelyn Edwin as the winner of the 2016 First Responder Drawing Contest and thanked the many the men and women of the  Baldwin City Fire and Police Departments, Clarion Springs EMS, Clinton Township Fire, Douglas County Sheriff's Office, Eudora Fire and Police Departments, Eudora Township Fire, Kansas Highway Patrol, KU Office of Public Safety, Kanwaka Township Fire, Lawrence-Douglas County Fire Medical, Lawrence Police Department, Lecompton Fire/EMS, Palmyra Township Fire, Wakarusa Township Fire and Willow Springs Township Fire Department, as well as, Douglas County Emergency Communications operators who provide the key link between the citizen in an emergency situation and the first responders.

MINUTES 09-07-16

Gaughan moved to approve the minutes for June 21, June 22, June 29, July 6, July 13, July 20, July 27, August 3, August 10, August 11 and August 31, 2016. Motion was seconded by Thellman and  carried 3-0.  

LEASE AGREEMENT 09-07-16

Flory moved to authorize the County Administrator to finalize and execute with revisions an office lease with Ashlar, L.C. for off space a 1040 New Hampshire Street in Lawrence to house Robert Bieniecki, Criminal Justice Coordinator. Motion was Thellman and carried 3-0.

CONTRACT/DELAWARE TRIBE 09-07-16

Eileen Horn, Sustainability Coordinator, asked the Board to consider approving a contract with Shafer, Kline and Warren to lead a community planning process for the Delaware Tribe of Indians property.

On August 1, Douglas County received five proposals from planning consultants to assist in the development of a 90-acre property purchased by the Delaware Tribe of Indian located north of Lawrence. The chosen firm will assist Douglas County and the Delaware Tribe design plan for the site provided with a grant from the Douglas County’s Natural and Cultural Heritage Grant Program.

Flory opened the item for public comment. No comment was received.

Thellman moved to approve the contract in the amount of $83,000 with Shafer, Kline and Warren as recommended by staff for a master plan for the Delaware Tribe of Indians property project. Motion was seconded by Gaughan and carried 3-0.

SUSTAINABILITY 09-07-16

Gaughan moved approval of the use of Sustainability and Energy Savings Reinvestment Fund, in the Equipment Reserve, to purchase LED lighting for the Douglas County Indoor Area in the amount of $19,998.35. Motion was seconded by Thellman and carried 3-0.

KDOT/SIGNALIZATION 09-07-16

The Board considered a proposal received from KDOT for funding for signalization of the intersection of US-59 with County Route 458. In a letter dated July 25, 2016, KDOT asked the County to consider funding 20% of the estimated $170,000 for the project. This would be a one-time funding commitment for Douglas County with no county funding required for ongoing maintenance.

Flory opened the item for public comment.

Roger Anderson, 1120 E 1200 Road, stated he is opposed to the signal at 458 and 59 Highway. Anderson said he lives in the area and has no problem crossing the intersection.

Flory commented he feels, along with other constituents in his district, that there should already be a signal in that location. It is in his opinion the right thing to do for the county.

Flory moved to authorize Keith Browning, Director of Public Works, to finalize the contribution as requested by KDOT to the signalization project in the approximate amount of $36,000. Motion was seconded by Gaughan, and added the comment that this corridor has been an expensive project. He views this commitment as a continuation of partnership with KDOT. Thellman added during meetings with the Metropolitan Planning Organization while discussing the K-10/Kastl options, signalization at 458/US 59 was always a concern for many citizens. The motion passed 3-0.

ACCOUNTS PAYABLE 09-07-16

Flory moved to approve accounts payable in the amount of $591,714.65

to be paid on 09/08/16; and payroll in the amount of $931,559.57 paid on 09/02/16. Motion was seconded by Gaughan carried 3-0.

APPOINTMENT 09-07-16

Gaughan moved to appoint Brent Smith to the Food Policy Council, replacing Crystal Hammerschmidt as the institutional purchasing representative. Motion was seconded by Thellman and carried 3-0.

Flory moved to adjourn the meeting. Motion was seconded by Gaughan and carried 3-0.
