Flory called the regular meeting to order at 4:00 p.m. on Wednesday, February 17, 2016 with all members present. 

CONSENT AGENDA 02-17-16

Flory moved approval of the following Consent Agenda:

►  Commission Order Nos. 16-011 and 16-012 (on file in the office the    County Clerk);

►  Access the NJPA contract with The Wilson Group to upgrade the    public restrooms in the Judicial & Law Enforcement Center for an    amount of $25,456.18, and authorize the Count Administrator to    approve change orders up to 10% of that amount.

►  Authorization to purchases for the Sheriff’s Department: six (6) 2016 Chevrolet Tahoe Police Vehicles: Two (2) 2016 Ford Policy Interceptor Utility Vehicles and one (1) 2016 Ford F-150 Special Service Vehicle for a total of $311,165.00;

►  Authorization to purchases eight (8) Watch Guard digital in car video system for the Sheriff’s office in the amount of $44,810 from the Sheriff’s office budget;

►  Contract with Tetra Tech in the amount of $23,186.17 to conduct a Commodity Flow Study for the Douglas County Local Emergency Planning Committee; and

►  Authorized the Emergency Communications Director to approve contracts for annual service agreements with Spillman Technologies, Inc. in the amount of $56,075.00 which includes the new CAD Dispatch computer operation system from the conclusion of the first year warranty beginning August 1, 2015.

Motion was seconded by Thellman and carried 3-0.

TOWING CONTRACTS 02-17-16

The Board considered approval of the annual contract for tow negotiation fees. Drew Vincent, Management Intern presented the item.

Every year, the County Administrator meets with county tow contractors to discuss the previous year’s Tow Service Agreement and the resolution that establishes the maximum charges for authorized tow services. From this discussion and from comments made by tow representatives in the audience at the County Commission meeting, it was the consensus of the Board the following changes to the 2016 Tow Contracts will be placed on the Consent Agenda for the next meeting for consideration:

(1) Change in language restricting what constitutes belongs. “Medical supplies and child safety items” will replace “personal property that is not affixed to vehicle.”

(2) The disconnect fee will increase from $60 to $90 and the tow operator will not go back to the top of the list;

(3) Change small vehicle tow from $165 to $170, and mileage from $3 to $4;

(4) Disconnect fee from $60 to $90 regardless of size of vehicle;

(5) Paper work fee of $100 if operator files state paperwork leading to an auction; and

(6) No show-up fee, but tow operators will be added back to the top of the list if the tow request is cancelled.

ADMINISTRATION 02-17-16

Flory moved to amend the 2016 Personnel Authorization to include Assistant to the County Administrator with a pay range 14. Motion was seconded by Thellman and carried 3-0.

ACCOUNTS PAYABLE 02-17-16

Flory moved to approve accounts payable in the amount of $640,792.56

to be paid on 02/18/16 and payroll in the amount of $904,196.37 Motion was seconded by Gaughan carried 3-0.

 

Flory moved to adjourn the meeting. Motion was seconded by Gaughan and carried 3-0.
