January 6, 2016

Flory called the regular meeting to order at 4:00 p.m. on Wednesday, January 6, 2016 with two members present. Commissioner Gaughan arrived at 4:05 p.m.

PROCLAMATION 01-06-16
Commissioner Flory read a proclamation declaring January 9, 2016 as “National Law Enforcement Appreciation Day (L.E.A.D.) and moves approval. Motion was seconded by Thellman and carried 3-0.

PROCLAMATION 01-06-16
Thellman moved to proclaim January 17-22, 2016 as “Dr. Martin Luther King, Jr. Week.” Motion was seconded by Gaughan and carried 3-0. Reverend and Mrs. Winn discussed the many local events scheduled to honor Dr. King’s vision.

APPOINTMENT OF COUNTY COMMISSION POSITIONS 01-06-16
Gaughan moved to appoint Jim Flory as the 2016 Chair of the Board of County Commissioners. Motion was seconded by Thellman and carried 3-0.

Thellman moved to appoint Mike Gaughan as the 2016 Vice Chair of the Board of County Commissioners. Motion was seconded by Flory and carried 3-0

CONSENT AGENDA 01-06-16
Flory moved approval of the following Consent Agenda:
► Commission Order Nos. 16-001, 16-002 and 16-003 (on file in the office of the County Clerk);

Motion was seconded by Gaughan and carried 3-0.

MENTAL HEALTH CRISIS CENTER 01-06-16
After discussion on the proposals received and interviews conducted for architectural services for the Mental Health Crisis Center, Flory moved to authorize staff to complete a contract with Treanor Architects for Architectural and Engineering Services for a Crisis Center in two phases:

Phase 1: A lump sum of $60,000
Phase 2: 8% of the cost of all construction designed and specified.

This fee will include all reimbursable expenses except for the printing costs and travel for Mac Shaw, which will be invoiced as it occurs based on County per diems. These fees do not include site survey or geotechnical testing. Motion was seconded by Thellman and carried 3-0.

WALK ON ITEM/FAIRGROUNDS 01-06-16
Gaughan moved to award testing services for the Fairgrounds Capital Improvement Project Cook, Flatt and Strobel (the low bid of three) in an amount not to exceed $25,500, and giving change order authority up to 10% to the County Administrator. Motion was seconded by Thellman and carried 3-0.

ACCOUNTS PAYABLE 01-06-16
Flory moved to approve a wire transfer in the amount of $47,182.98 to be paid on 01/07/16; and payroll in the amount of $911,347.61 to be paid on 01/08/16. Motion was seconded by Gaughan carried 3-0.

Flory moved to adjourn the meeting. Motion was seconded by Thellman and carried 3-0.
