November 4, 2015

Flory called the regular meeting to order at 4:00 p.m. on Wednesday, November 4, 2015 with two members present. Gaughan joined the meeting at 4:10 p.m.

CONSENT 11-04-15

Flory moved approval of the following Consent Agenda:

 ► Authorization to negotiate a final contract and fee for engineering services with GFS Engineers for Project No. 2015-68 for replacement of Bridge No. 00.64N-05.50E. 

Motion was seconded by Thellman and carried 2-0.

FAIRGROUNDS 11-04-15

The Board considered approval of policies and procedures related to use of alcohol at the Douglas County Fairgrounds. Drew Vincent, Management Intern, presented the item.

Vincent presented two versions of the policies for discussion: A) focused on the sale and consumption of alcohol; and B) was focused solely on the consumption of alcohol and assumes the sale of alcohol at events will not be allowed at the fairgrounds.

Flory said he specifically asked Vincent to prepare the option of consumption only document. He is concerned about the sale of alcohol at fairgrounds events.

Flory opened the item for public comment.

Charlie Thomas, Fairboard Member, stated his is speaking for himself. He has concerns about adding a beer garden at the County Fair as a fundraiser. He would like to hear how other counties before making a decision on that issue.

Craig Weinaug, County Administrator, stated the way the policies are written, alcohol would not be allowed at the County Fair and that has not been proposed so far.

Margaret Kalb, Extension Office, said the Fairboard suggested the beer garden as an alternative source of income for the fair, but would like time to survey other counties to find out advantages and concerns before approaching the board.

Flory said he agrees with Thomas. However, with the new renovations and nice meeting facilities it would be nice to lift the prohibition for private events and parties. Flory said his concern is expanding to allow for the sale of alcoholic beverages and licensing for events. He said it was complex project for Johnson County to put in place. Flory stated the County was approached by the Ole Fashioned Christmas Parade to lift the prohibition for a one-time event.  Resolution 15-26 approved at the October 14, 2015 County Commission meeting temporary lifted the prohibition. 

Thellman stated this process seemed simple in the beginning but is getting more complicated, especially with the Fairboard wanting to add activities. We need to think about neighborhoods and people at the fair. Thellman said her hope was to find a way to make an exception for the Parade Committee.

Flory stated his direction to Weinaug was to adopt temporary regulations administratively following the resolution using Option B.

Flory moved to authorize the County Administrator to entertain the permit request from the Christmas Parade Committee and to adopt temporary regulations to allow the event to take place, expiring at the end of the event, and until the County Commission passes more formal regulations based upon Option B for alcohol consumption only, no sale. Motion was seconded by Thellman and carried 3-0. 

 

ACCOUNTS PAYABLE 11-04-15

Flory moved to approve accounts payable the in the amount of $497,147.32 to be paid on 11/05/15; and payroll in the amount of $874,172.10 paid on 10/30/15. Motion was seconded by Thellman carried 3-0.

APPOINTMENT 11-04-15

Flory moved to appoint Craig Shultz to the Fairboard, to fill the ex officio City of Lawrence position on the Douglas County Fairboard. Motion was seconded by Thellman and carried 3-0.

APPOINTMENT 11-04-15

Thellman moved to appoint William Weeks to fill the unexpired term of Eugene Westerhouse as Eudora Township Trustee beginning January 1, 2016. Motion was seconded by Flory and carried 3-0.

Flory moved to adjourn the meeting. Motion was seconded by Thellman and carried 3-0.
