October 28, 2015

Gaughan called the regular meeting to order at 4:02 p.m. on Wednesday, October 28, 2015 with two members present. Commissioner Flory was absent.

PROCLAMATION 10-28-15

Gaughan read a proclamation for Stepping Up to Reduce the Number of People with Mental Illnesses in Jail. Bill Wood, Sheriff Ken McGovern, Mike Brouwer gave brief presentations.  Gaughan moved to approve the proclamation. Motion was seconded by Thellman and carried 2-0.

GRANTS 10-28-15

Ken McGovern, Douglas County Sheriff, and Mike Brouwer, Douglas County Reentry Director, discussed the award of the federal grant for the Justice Mental Health Collaboration Program from the Bureau of Justice Assistance.

Gaughan asked questions as to what the County’s responsibilities were.

McGovern discussed mental health issues, particularly for females and veterans.

The Commissioners expressed gratitude for the hard work put into the application. Brouwer noted that the Commission approved the application for the grant in April and no formal action was necessary.

McGovern noted that that the sheriff’s office, county officials and other community partners will host a town hall meeting on Monday, November 2 at 6:00 p.m. at the Douglas County Courthouse.

CONSENT 10-28-15

Gaughan moved approval of the following Consent Agenda:

►  Authorization to enter into engineering services agreement for 2016 bridge inspection services; Project No. 2016-02;

►  Approve CFAP Grant Agreement Treatment for Eurasian Watermilfoil at Lone Star Lake with Sonar One;

Motion was seconded by Thellman and carried 2-0.

ACCOUNTS PAYABLE 10-28-15

Gaughan made a motion to approve accounts payable in the amount of $710,643.01 to be paid on 10/29/15. Thellman seconded and the motion carried 2-0.

APPOINTMENT 10-28-15

Thellman moved to appoint Brandon Falley to the Fair Board representing Grant Township. Gaughan seconded the motion and carried 2-0.

 

Gaughan moved to adjourn the meeting. Motion was seconded by Thellman and carried 2-0.
