Flory called the regular meeting to order at 4:00 p.m. on Wednesday, July 29, 2015 with all members present.

ADMINISTRATIVE SERVICES/FAIRGROUNDS 07-29-15

The Board considered awarding a contract for Construction Manager At Risk Services for the construction of the Douglas County Fairgrounds Masterplan. Seven proposals were received for Phase I.  Based upon the quality of the proposals and the companies experience with similar projects, the Fairgrounds Committee advanced the four top proposals based upon objective criteria related to price, project approach, personnel, experience, financial capabilities, life-cycle costs and other factors. Below is the ranking for each firm at the end of Phase II and Phase III.

Mar Lan Construction was the top ranked and committee recommended firm. For the Preconstruction service, the County and Mar Lan have agreed upon a flat rate of $10,000. Once Preconstruction is complete, construction documents have been prepared and the project has been bid, Mar Lan will agree to perform the work for a Guaranteed Maximum Price (GMP) which will include within it its cost of the work plus fixed percentage for General Conditions and fee.

Gaughan moved to award a contract to Mar Lan Construction for Construction Manager At Risk Services for implementation of the Douglas County Fairgrounds Masterplan based upon recommendations from the Fairgrounds Committee. Motion was seconded by Thellman and carried 3-0.

SUSTAINABILITY/RECYLING 07-29-15

Eileen Horn, Sustainability Coordinator, proposed a pilot recycling project for residents in the unincorporated area of Douglas County as opposed to doing a recycling survey to unincorporated residents. In addition to the recycling options available in Lawrence: Hamm Landfill, 12th and Haskell Bargain Center, and Advantage Metals Recycling, Horn suggested three additional drop-off locations with Honey Creek Disposal Inc. providing the low bid for pickup as follows:

Horn received several comments that there still needed to be a better option for rural residents. After discussion, it was determined that Vinland Fairgrounds would provide better access to rural Douglas County and that site was proposed instead of the Douglas County Public Works site, which was within the city limits of Lawrence.

Flory opened the item for public comment.

Marilyn Paige, Douglas County resident, said she would be utilizing the Stull site. She had concerns about how the County would advertise the pilot program. Flory replied the information will be on the County website and there may be an article in the newspaper. He feels the news will get out.

Gaughan moved to authorize staff to begin a recycling pilot program for Douglas County with drop-off locations at the following sites: Vinland Fairgrounds, Stull United Methodist Church and Wakarusa School. Motion was seconded by Flory carried 3-0.

SUSTAINABILITY/FAIRGROUNDS 07-29-15

Flory moved to authorize the County Administrator to provide $20,000 from Equipment Reserve and $23,500 from the Special Building Fund to fund the Fairgrounds Controls Upgrade Project for Building 21, the Indoor Community Arena and the Storage Building; and to contract with Controls Service Company, a sole source contract for a total contract amount of $43,500. Motion was seconded by Thellman and carried 3-0.

ACCOUNTS PAYABLE 07-29-15

Flory moved to approve accounts payable for a wire transfer in the amount of $450,090.98 paid on 07/30/15; and payroll in the amount of $896,019.40 paid on 07/24/15. Motion was seconded by Thellman carried 3-0.

 

Flory moved to adjourn the meeting. Motion was seconded by Gaughan and carried 3-0.
