Gaughan called the regular meeting to order at 4:00 p.m. on Wednesday,May 27, 2015 with Gaughan and Thellman present. Commissioner Flory was absent.

MINUTES 05-27-15

Gaughan moved to approve the minutes of April 22, 2015. Motion was seconded by Thellman and carried 2-0.

CONSENT AGENDA 05-27-15

Gaughan moved approval of the following Consent Agenda:

► Commission Order No. 15-027 (on file in the office of the County Clerk);

►  Incentive and Performance Agreement between Integrated Animal Health (IAH) LLC, the City of Lawrence, and County of Douglas;

►  Authorized the Public Works Director to exceed the contract cost of Project No. 2014-20, the rehabilitation of Bridge No. 18.00N-11.24E, up to a total construction contract cost of $225,000.

►  Amendment to the current agreement with the Kansas Head Start Association, the Lawrence-Douglas County Health Board, and the Kansas Department of Health and Environment to provide Parent Health Literacy Services in annual amount not-to-exceed $275,000 that includes $137,500 in matching funds provided by the Kansas Head Start Association;

►  Acquisition of Easement for a drainage structure replacement; Structure No. 1.00N-20.42E; Raymond E. Deay, as Trustee of The Raymond E. Deay and Laverne M. Deay Revocable Living Trust dated the 27th day of June 2013, 2051 N 175 Road, Wellsville, Kansas;

►  Resolution 15-14 relative to the creation of a fire district (No. 4), with the boundaries consisting of a portion of Marion Township; and ordering a Public Hearing;

►  Resolution 15-15 relative to the creation of a fire district (No. 5), with the boundaries consisting of a portion of Marion Township; and ordering a Public Hearing;

Motion was seconded by Thellman and carried 2-0.

ACCOUNTS PAYABLE 05-27-15

Gaughan moved to approve payroll in the amount of $886,917.24 to be paid on 05/29/15. Motion was seconded by Thellman and carried 2-0.

APPOINTMENT 05-27-15

Thellman moved the following appointments to the Heritage Conservation Council:  Mike Arp for a first full term 05/31/18 replacing Larry McElwain; and Kurt Von Achen, for a first full term to expire 05/31/15 replacing Dennis Domer. Motion was seconded by Gaughan and carried 2-0.

Gaughan moved to adjourn the meeting; Thellman seconded and the motion carried 3-0.

JOINT MEETING 05-27-15

Gaughan opened discussion on the quarterly joint meeting of the County Commission, City Commission and USD 497 School Board discussing the following topics: economic development issues, mental health services and school zone traffic issues, including but not limited to crossing guards, speed limits, and criteria for determining zones. No action was taken.
