CONSENT AGENDA

(1) (a)  Consider approval of Commission Orders;

 (b) Consider approval of Cereal Malt Beverage License for Clinton Marina Parking Lot Special

Gaughan called the regular meeting to order at 4:00 p.m. on Wednesday, April 15, 2015 with all two members present. Flory was absent.

PROCLAMATION 04-15-15

Gaughan moved to approve a proclamation declaring April 13-19, 2015 as “National Public Safety Telecommunicator’s Week” in Douglas County. Motion was seconded by Thellman and carried 2-0.

AWARD 04-15-15

Randy Roberts, Director of Emergency Communications, presented Jason Hodge, Emergency Communications, with the Douglas County ECC Commendation Award for efforts to help establish, implement and maintain the new Spillman (CAD) System for the ECC Center.

MINUTES 04-15-15

Gaughan moved to approve the minutes of January 21, February 18, March 4, March 9, March 18, March 25, and April 1, 2015. Motion was seconded by Thellman and carried 2-0.

 

AWARD 04-15-15

Gaughan moved approve a proclamation declaring April 6-12, 2015 as “National Public Health Week” in Douglas County. Motion was seconded by Thellman and carried 3-0.

CONSENT AGENDA 04-15-15

Gaughan moved approval of the following Consent Agenda:

►  Commission Order Nos. 15-021 and 15-022 (on file in the office of the County Clerk);

►  Notice to Township Board for cereal malt beverage license of The Clinton Store at 598N 1109 Road;

►  Notice to Township Board for cereal malt beverage license of Poor Farm Restaurant at 598 N 1109 Road;

►  Quit Claim Deed to Tenants to Homeowners, Inc. for property located as follows: Lot 2, Southridge Addition No. 6, a minor subdivision/replat of Lot A, Block 7 of Southridge Addition No. 3, a subdivision of the City of Lawrence, Douglas County, Kansas;

►  Developer Agreement with the Tenants to Homeowners, Inc. for senior housing on property described as Lot 2, Southridge Addition No. 6, a minor subdivision/replat of Lot A, Block 7 of Southridge Addition No. 3, a subdivision of the City of Lawrence, Douglas County, Kansas (“Lot 2”);

►  Site Plan Revision to remove the condition associated with the site plan, SP-15-00119, for 906 n 1464, Lawrence, Kansas;

►  Resolution 15-08 establishing a 40 miles per hour maximum speed limit on a portion of N 100 Road and a portion of E 1200 Road in Wakarusa Township;

►  Accepted the low bid and awarded the contract for supply and application of 32% magnesium chloride solution for the user fee dust palliative program to Scotwood Industries, Inc. at a unit cost of $0.900 per gallon;

►  Purchase vehicles for Public Works and Maintenance accessing the MACPP regional cooperative vehicle contract with Shawnee Mission Ford for the following:

  Public Works: F-550 Crew Cab       $84,086

  Maintenance; ¾ ton F-250 Pickup    $23,766

  Total Cost     $107,852

 

►  Amendment Two to the Agreement between Kansas Department of Health and Environment Division of Health Care Finance and the Douglas County Board of County Commissioners; and the Lawrence-Douglas County Health Department for Outreach, Prevention and Early Intervention Services;

►  Maintenance Contract for the Emergency Communications phone system with Commenco in the amount of $25,061.88;

►  Confirm Sheriff’s approval to add equipment to the Flair Tower site with TFM Comm Inc. in an annual amount of $8,690 for 2015 and increasing to $16,200 in 2016;

►  Approved for the Acting Chair to sign a letter of participation in the Outreach, Prevention and Early Intervention Services program stating an understanding of a match requirement of $225,000.

   

Motion was seconded by Thellman and carried 2-0.

ACCOUNTS PAYABLE 04-15-15

Flory moved to approve accounts payable in the amounts of $421,618.09 to be paid on 04/16/15, $743,462.14 paid on 04/09/15; and payroll in the amounts of $417.75 paid on 03/30/15 and $870,803.31 paid on 04/01/15.  Motion was seconded by Thellman and carried 3-0.

Gaughan moved to adjourn the meeting; Thellman seconded and the motion carried 2-0.
