Flory called the regular meeting to order at 4:00 p.m. on Wednesday, February 11, 2015 with all members present.
CONSENT AGENDA 02-11-15
Flory moved approval of the following Consent Agenda:
► Commission Order Nos. 15-011 and 15-012 (on file in the office of the County Clerk);
► Approval to solicit bids for supply of asphaltic concrete mix for the 2015 maintenance season;
► Approval to solicit bids for supply of crushed rock aggregates for the 2015 maintenance season; and
► Authorized the Sheriff to complete the purchase of seven (7) Ford Police Interceptor utility vehicles and one (1) 2015 Ford Explorer through Shawnee Mission Ford; and two (2) Chevrolet Tahoe vehicles through Don Hatton Chevrolet in Wichita, using MACCP bid process and the state contract bid prices for the Chevrolet vehicles for a total cost of $281,428.20.
Motion was seconded by Thellman and carried 3-0.
HEALTH DEPARTMENT 02-11-15
Dan Partridge, Director of the Lawrence-Douglas County Health Department, conducted a brief presentation on health department accreditation. No action was taken.
AGREEMENT/UNITED WAY 02-11-15
Sarah Plinsky, Assistant County Administrator, presented a Second Amendment to Lease Agreement between the Board of County Commissioners of Douglas County, Kansas and the United Way of Douglas County, Inc.
After discussion, Gaughan moved to authorize the Chair to sign the Second Amendment to Lease Agreement. Motion was seconded by Thellman and carried 3-0.
PUBLIC WORKS 02-11-15
Keith Browning, Director of Public Works, asked the County Commission to reject the construction bids for Project No. 2013-18, a deck replacement for bridge over Washington Creek at Lone Star.
Browning stated he has had two bid openings and both cam in significantly higher that the engineer’s estimate. He feels it is necessary to make revision to the project or adjust the expectations on the cost. After talking with the design engineer and contractor he plans to rebid the project again in the fall.
Flory moved to reject the bids opened on January 30, 215 for Project No. 2013-18, deck replacement for Bridge No. 08.74N-07.95E, which carried Route 1039 over Washington Creek near Lone Star town. Motion was seconded by Thellman carried 3-0.
CAPITAL IMPROVEMENT PLAN 02-11-15
Gaughan moved to approve the adjusted CIP plan for 2015-2019. Motion was seconded by Flory and carried 3-0.
ACCOUNTS PAYABLE 02-11-15
Flory moved to approve accounts payable in the amount of $3,147,065.27 to be paid on 02/12/15; and a wire transfer in the amounts of $4,125,000.00 paid on 02/06/15. Motion was seconded by Thellman and carried 3-0.
Flory moved to adjourn the meeting; Gaughan seconded and the motion carried 3-0.
